This was made possible through a non-tendered contract awarded to Aziz Khan Constructions without any competitive bidding, the petition argues.

And it doesn't stop there. The petition also accuses the PRCS of unlawfully transferring emergency tents to the home constituency of the provincial governor, an area unaffected by floods. Additionally, relief items and funds from Sindh, Balochistan, and international donors were allegedly redirected to PPP supporters instead of reaching the actual flood victims in districts like Swat, Buner, Dir Lower, and Mansehra.

The petition further alleges that a contract for food packages worth Rs7.7 million was given to a politically favored supplier without any competitive process, violating the Red Crescent's procurement policy. The PRCS is also accused of spending Rs3 million on an Iftar party at the Governor's House, a lavish expenditure that raised eyebrows during the court proceedings.

This scandal has sparked outrage and demands for accountability. The petition, filed by the president of the Pakistan International Human Rights Organisation, K-P, calls for the suspension of the new PRCS appointments, the restraint of the chairman and board, and the establishment of an interim leadership.
